What do you mean by non CD? Floppy disk? Downloadable? Built in to Windows?

I too am wondering about "non cd-based," as there are a lot of things that could imply including DVD, USB, SD, etc. If the OP could be more specific, I have a lot of game recommendations for Windows 98 - XP.
