Yes that's exactly what's happening. And there's a crapload of DirectPlay sample code in the WCE DC SDK that you can create a PC server. It would require A LOT of reversing, for the parts that aren't in the standard DirectPlay API, but once those are taken care of you already have the API foundation/core in the SDK that the game runs on, unlike say the games that ran SNAP/KAGE where there's very little previous distribution of the core API.
