I have used the same character on many different dreamcasts just by using the same serial number and key.

Yeah, your character is linked to one Dreamcast so you'll need to make a new one.

No, you don't. You need to erase the flash memory of the new Dreamcast and then enter the same serials you used before in order to fix the "A: Reload" error. Once the serials in the flash memory match the serials in the save file, your characters will load on any Dreamcast.
