VGA to HDMI scaler problems

I recently got an Atlona At-HD500 scaler for my Dreamcast and I can’t figure out how to make it work. There is zero documentation for this thing and the 11 page manual for it does not help at all. Can anyone that uses this thing or a similar scaler help?
