Issues with Wiimotes in Sega Model 3

Trying to get Ocean Hunter to work with two Wiimotes right now. I can get one configured with no issues, the problem is the second Wiimote. The control config recognizes each Wiimote as joy stick 2 so even when I use the two different remotes to config 1P and 2P respectively, the controls all fall under the same mappings. Is there a way to distinguish my second Wiimote so that 2P is not tied to 1P? Tried Joy2Key but not having much success.
