Pretty much all console versions of GTA can be modded with their PC mods to some extent. Not so sure about the PSX versions due to much lower specs though but wouldn't surprise me if it was.

i assumed the radio reset would be caused by an LBA issue, where the LBA is incorrect as the game see's and just resets from the beginning. but if ivangr used GD-ROM i guess not...
it just doesn't make sense that if a studio went through ALL the trouble to get the WHOLE GAME and hardware specific stuff functional(saving to VMU), but they wouldn't go fix less than 10 lines of code for audio playback in a vehicle. maybe it really is an LBA issue that occurred during disc printing\pressing?
