You can use the 3d hardware to do 2d very well use less ram then just blit it using a framebuffer doing it like a pc.
It seems that a good handful of the devs back then, strangely went by this porting to the dreamcast thing, the wrong way. And because of that, it makes sense as to why they encountered, so many problems.
Also, I had to go on the net, to remember what sh4 was. It was an interesting read up. And that Settlers game was on the amiga? Wow! Interesting.

Those devs definitely had to be tech wizards to pull that off.
