I just looked at the files.

More than likely all that you need to do is...

\data\tracks folder only keep the dc folder, terrain.ini, vssver.scc
Remove all other track folders, this will make each version around 56mb.
So on the next version you want to make, swap the dc folder contents with another track folder contents etc.
This will allow you to create a compilation of 10 versions of the game, each using a different track.
Use bincon and hack lba.

*you could also swap bike models in the \data\bikes folder

another method might be to...

Edit the folder names for tracks in the TDCYCLES.EXE found in the WINCE folder

give it a try, i bet it works.
this way a compilation could be made for all tracks useable on one .cdi
use ginsu or any of the loaders available.
i think you use dream inducer, right?
that should work too.

Unfortunately I can't use this method, SMiTH :(
if I have multiple 0winceOS.bin at the root of the CD, they will all point to the Wince folder and to the same TDCYCLES.EXE executable
I think it's going to be complicated :(

it's a good tool but it didn't work.
I tested on 2 different circuits but it actually throws me the same circuit :(

Dream On demo disc menu can handle WinCE games pretty sure. Have you looked into that? I had tried a compilation of the Titanium Studios port of Quake and some mods on a single disc that used the Dream On menu. Since that was made with Windows CE it is safe to say that menu handles them. Just put the images that contain separate tracks on the menu and it should work right?

As I had already explained the problem is that the wince games must necessarily be at the root of the CD.
So I can't put the different copies of the game, which each run a different circuit, in a folder.
There are 10 races, I can put 10 differently named .BIN at the root but if they all point to the same DATA folder (and the same WINCE folder), it will only start one and the same race.
I don't have this problem with Katana games because in general (with a few rare exceptions), you can put one game per folder.
