This is a program that was basically lost years ago.
A forum member here helped us find this app around 2009.

The app will allow you to create codebreaker codes to redirect dns to private pso servers.
The enable codes that the app creates are sometimes messed up. (maybe it was only pso v2?)
I will post the enable codes that we used at dreamcast talk.
Some1 might chime in and give more info about the app, the enable codes etc...
To run .swf files in a standalone app you can use flash player projector.
