It would be able to run a game approximating GTA 3, but would really need to be built from the ground up for Dreamcast. I think the PSP GTA games probably give a closer approximation of what could be pulled off on the Dreamcast. But making software for a specific platform really does dictate the choices that are made in terms of design.

Personally I don't even think the PS2 can run GTA 3 as the frame rate is so low that even at the time I found it incredibly difficult to get into until the PC release landed.

Driver 2 on the other hand was also reverse engineered, and there exists a new PC port which is starting to get mods added to it. Now you could have a port of that PSX game to the DC and have a lot more freedom to beef up the graphics with higher poly cars and better resolutions on the environment to give the DC a good open world car game where you can steal cars in 3D. Also, the physics are a hell of a lot better in Driver anyway. You can actually drift the cars which is great.

studying the hardware of the Dreamcast we can say that it would work.
despite having less main ram, the Dreamcast can allocate more than 50 mb of textures in its video memory...
leaving the 16 ram free will do other functions.
on the ps2 we know well that everything is allocated in the main ram, so there is no big advantage in having 32 ram.
An example:
shenmue uses 25-30mb of texture. this alone would already occupy the total ram of the ps2.
but this is allocated only in the video memory of the compressed dc.
the Dreamcast would support, and could make more beautiful graphics, but with a map less on screen.
these statements from the creators only confirm that they had no technical knowledge of the system.
I'm talking here about the two systems in their original functions, without cache update techniques to display more things on screen (as the ps2 does) this can also be applied to the dc.

Well here's the latest fork which contains the source code for reversed engineered GTA 3 / City:

The miami branch is for Vice City which is also pretty much complete.

The liberty city stories branch needs some more work, I got it running but performance was pretty bad and it didn't trigger the first mission when driving into the circle.

And here's the opensource implementation of the RenderWare graphics engine:
https://github.com/aap/librw

The source is also pretty well documented, so who's going to do it? :P

Yeah ... i dont think its happening simply because how much work it would be.
