Modem still won't give me a second light
I've tried pretty much everything. I have the Dell NW 147 and can confirm it is not a bootleg, but one modem light comes on and no the other. I have dreampi flashed properly, my Pi has sufficient power, and I have tried both wifi and ethernet but neither work. The second modem light won't even turn on when it's plugged into my computer. I am also pretty sure the pi is not blocked by the firewall as I got it connected with a separate sd card and boot image. I would greatly appreciate help because this should be the last step before everything else falls into place. Thanks

*Update*
I can confirm I have an internet connection because I am able to SSH into the pi. It must be the modem though I can’t see why because I bought it new, and it can’t be a bootleg because the circuits match the pictures in the troubleshooting guides. Maybe the pi isn’t interacting with the modem properly or I’m hooking something up wrong but idk, it seems like the universe doesn’t want this project completed.

Yes, I have a line voltage inducer I bought online that is confirmed working. Does it need to be actively plugged in when testing to get the second light?

Yes, your modem needs that voltage to function. Your DreamPi/Dreamcast does not but the modem does.
And I’m curious, when you say you bought a line voltage inducer online are you talking about Magic Jack or something that someone built? Or one of those modded modems with LVI?

No, a LVI is not required to get the second light. The lights are controlled by the software on the Pi. If you post a screenshot of the Pi when it's fully booted, that would provide more info on what's going on.

OHhh ok that's what's up....
These modem names are so confusing anyways- its hard to tell even if the NW147 and the Conexant RD2000 are even the same exact modem.
Are they the same?
I didn't even know there was "bootleg" Dell modems.

Yes they are. RD02-D400 is the Conexant chipset used in several modems by Dell, Lenovo, and I think at least one other. NW147 is the model number of the Dell branded one. The other brands just use RD04-D400 as the model number.

Here's a picture of everything plugged in except for the LVI and Dreamcast. I got a keyboard plugged into the usb on the end. Pi 4 model B if you couldn't tell. The failed task is the only one that shows up.
