From the raspberry pi side of things it looks like everything is in order but when I try having the Dreamcast connect to it, it doesn’t connect.

I am leaning on the modem being the issue. but I am not sure, anyone know what’s wrong?

No idea if the modem is compatible but I'm guessing you don't have a line voltage inducer since you failed to mention one. That would be your issue if that's the case.
