Just from the colours and the palette it did look rather dreamcasty. I know there is some legit sources that said GTA 3 started off early development as a Dreamcast game but from memory I don't think it got very far.

It will be surprising if it got far at all. Renderware wasnt exactly cutting edge on the dreamcast compared to its ps2 counterpart.
