Unfortunately for us Dreamcast fanatics this is NOT for play on the Dreamcast, from the author:

Maybe its possible to make something like that using the opensonic for Dreamcast. The Dreamcast opensonic received an update and runs great, we Just need people to make a Sonic mania mod.
