NO 60fps at 16bit or 32bit color mode not with out hardware rendering
yes big amount of work is needed to port games it supports all video modes up to 640x480

No this does not work on dreamshell at this time ..
7 game on 1 cd image vmu saving rumble pack sh4 asm optimized .. only dc engine that does work 16 ans 32 bit pal but the poor dreamcast cant handle the that many 8 bit pal has more colours then amiga or genesis on screen at once if you cant do anything with that should consider not making games
