Sega probably paid namco for a number of games, including one AAA game (Soul Calibur). Nothing can explain how they went from the best looking and high seller Soul Calibur to the other games they launched on the platform.

Of course there was another player in the market that could paid a higher amount to keep the exclusives.

I've seen this docu more time than I care to count. It's just so informative and beautifully put together.
