I’ve been told that makes the games look smoother, because the auto-frame skip is less frequent. I don’t have a PAL setup, so I can’t confirm this.
i had a PAL Dreamcast, and i can confirm this;
there is also a little gain using the combo DC PAL + Snes4All + PAL rom game, compared to the USA/JAP one
almost same fps, but less audio stuttering
i have also made an fps comparison test between Snes4All beta 2 and the 3 latest releases of DreamSnes 0.9.8, 0.9.7 and 0.9.6, using a single game (Super Turrican) , PAL vs USA, and of course same gameplay interval, the first level very start
results :
Snes4All beta 2 :
50Hz DC + pal rom = 42fps (better average result) no frameskip
60Hz DC + usa rom = 40fps (better average result) no frameskip
DreamSnes 0.9.8 and 0.9.7 (pratically same results)
50Hz DC + pal rom = 17 fps (all effects activated), 23 fps (no transparencies), both with autoframeskip
60Hz DC + usa rom = 13 fps (better result)
DreamSnes 0.9.6
50Hz and 60Hz same result = 16 fps (better result)
