Problem setting quake 3 server to TCP instead of UDP

For my quake 3 server, if I set "net_noudp 1" for tcp while I use the the command line shortcut to start the quake 3 server exe, my server does not connect to the internet until I set it back to 0 which is udp. I checked the ports and protocol with netstat when its set to 1 and nothing shows up, so tcp isnt even coming up. If i set it to 0 it shows the port and protocol is udp. Does anyone know how to get tcp to work? My windows firewall is off and my pc ip is in the dmz. I would like to use tcp because ISPs usually throttle UDP so I want to avoid UDP.
