I didn't see it done so this is the game I chose to follow the instructions with. I played it on ReDream with no problems. I apologize if there's already a version posted, I did check a few times before I posted this.
I'm trying to work out a means of converting MVS/AES to CD. It seems like that's actually something that was done some time ago but the links are gone. In fact, the game I was going to start out with was Spin Master, which already has a thread, but the video is down and the thread's a bit useless now except for knowing it can be done.
Still doing the Bor thing it's just there's a ton of neat stuff on this site to be distracted by.

Was a few glitches on it so i never did it but it was very play-able depends on the builds i tend to optimize for each game.. it's fun seeing some one use it to TBH this project i started in 2003 so it's a passion project

Just to let you know things dont run the same with dreamneo cd on hardware then emulators it's why i have to optimize each build i give it a try dont know what build you used most times any build runs fullspeed on dreamcast emulators which can be annoying ..
Optimized build i have to profile on hardware debug for days and days to get it right over all build will work just about any game but speed will vary greatly on hardware..

It's a cool tool. I was watching your bor videos, specifically the double dragon one, while trying to figure out the heck is a pal and how to make 16 of them 8. When that video ended youtube advanced to another video with you explaining how to make a dreamneo cd. You know you've made a great and easy to understand tool and instructions when a fella who doesn't even understand what palettes are can use it and be successful.
I've since figured out what you meant by 16 pal and 8 pal, I think anyway. you're talking about converting every single image file to 8 bit palettes? I've located PalApply but had a hard time finding anything called pal dump or dump pal or any mix with or without spaces and dashes. I did find fighter factory 3 which seems to be nifty enough. If anything I could probably dump the pals with gale but that'd be a serious pain in the butt. To be honest though, that's all a little bit a head of my understanding. I still have to learn what actually is the difference between 16, 8, 32, bit palettes are and make sure that's actually what you meant. lol, plenty to search and figure before I can really try anything.
When I first read pal, lol, I thought you were talking about regions. like ntsc.

Oh yeah sorry 32 16 bit pal use way more memory and will not run above 15 fps 8bit pal will run 60fps on lastest dreambor
IrfanView can dump and apply pal files
and yes it's a pain in the ass lol but it works correct
There was a very good tool that some use but it dont work for me Person called Dreambor put it up in one of my topics new version is trash it makes the files all pngs which is not what you want..
By hand hyper final fight almost broke me for doing any more over 1300 files 1 by one by hand it runs 60fps it was 15fps game that crashes on level 3 before the optimizing ..
It looks as good as the 16bit pal it was only using 256 colors
Problem is when using 16bit pal dreamcast has to sort throu millions to find the 256 used with 8bit it dont Not having to sort thru all those colors to find the same 256 means speed..
