Help with Sega Rally 2 replay files

I am having trouble trying to view some old replay files for Sega Rally 2 (at least, that's what they are described as on the site!).

The website that offers the downloads for the replay files is here:

The files are sent out via email, but upon receipt they have no file extension and are not readable by any emulator or VMU app that I know of.

Can anyone help with this?

VMU saves shall going to be either+and+or VMI/VMS extensions

You can enter an email address on the page and it will email you a file with no extension.

Adding the extension manually doesn't seem to work. From what I can tell (it's all in Japanese), the site was designed to work with an actual Dreamcast running Dream Passport.
