GBS-8100 converter card does not work 15khz on Sega Dreamcast. It has no CGA signal.
Best option is the current monitors!

I don't think the DC's vga out works with the GBS. At least I could not ever get it to work.
Are you sending RGBHV or RGBS?

RGBhv 15khz only works on compatible monitors.
The GBS-8100 converter board works rgbhv 31khz (vga) to 720p.
