Identifying Blue Wire in DIY USB Voltage Inducer

I'm going to install a USB Modem and DC-DC step up board inside of a micro computer to create a dedicated DreamPi that is cheaper than currently buying a Raspberry Pi. I'm following along with the diagrams on the following page:

I think I understand where all of the wires are going except for the blue wire in the picture below:



What is this wire for and where does the other side go? It's clear that the top side goes to the 18v, but the bottom side is a mystery. I'd appreciate any insight from those that have built one of these.

TBH, I don't know anything about this mod, but going by that picture, the blue wire & the bare wire next to it are connected to a capacitor. Looks like it's mounted on the other side of the board where there is space.

The blue wire goes to the positive side, other bare wire, negative.

You can see the capacitor in this image, it also has a resistor connected to the negative leg.
