Yep, what you want is called "Dream Explorer," and the homepage is here: https://bswirl.kitsunet.org/vmutool/rel ... en&menu=on
It embeds the "SoftVMS" emulator core within it.

I'm also working on getting a Dreamcast build of ElysianVMU up as well which will be done in not too long.
