gundam federation vs zeon slow down frame rate

Hello everyone. I burned the cdi image of the game but with the controller in hand it is not very playable because of a continuous and constant micro stop of the frame that happens every 2 seconds and never ends until the end of the mission.
Watching some gameplay videos on youtube I verified that some are affected by this problem while others are not and I do not understand the reason.
I was wondering if any of you have noticed this.
