Reverse engineer JP Street Fighter Zero 3 DLC/website?

I'm using the Japanese "For Matching Service" version of Street Fighter Alpha 3, and the DLC seems to be region locked. I think it's safe to say based on the US version using the JP bitmap icon that the DLC should be pretty similar between regions, so would it be possible to reverse engineer it back into Japanese to make it work with JP copies? I also poked around on here for a while and found that the current Alpha 3 homepage was reconstructed from the JP dricas site; would it be possible to restore the JP site as well? I'd really love to have the JP sites preserved if possible.

I'm pretty new here, and I'm no developer either unfortunately, but I'd love to know if there's interest in this idea or what I could possibly do to get this working. I'm down to hit some books if I can get this up and running.
