GTA3 DC assistance!!!!

i cant for the life of me figure out how to make the CDI. I cant even get dream SDK to work. I bought the game from rockstars website. Can someone send me a file to maybe complete with my game data? or how can i get Dream SDK on my computer. On the SDK page I only get this options i screenshotted and attached. NONE allow me to start or install a program. The CDI file on a the archive is broken on the car crusher levels so im stuck. Someone help me out here. Whether i get the complete CDI or something i can load my game data into

The DreamSDK ISO file doesn't mount, double click? I don't recall which OS introduced that Windows 7 or 10

WinCDEmu then it installs four megs and doesn't require restart
