I'm having issues connecting on Toy Racer via dreampi (US dreamcast, CDI). This is the only game I'm having issues with.
When I select the network option, it immediately gets to the "dialing" step.
But within 2-3 seconds it gives a message saying "Disconnecting" with no other error given.
Has anyone seen this before? I'm successfully able to connect on every other game I've tried except for this one. The fact that it disconnects so quickly leads me to believe it's a config/setup issue rather than a connection problem, but this game's config is so barebones I have no idea what else to try.

Makes me wonder if it's the same issue I had with Shenmue Passport. If you can , try connecting to Shenmue Passport and see if you get a "line jammed" error. If so you may have to flash your dc memory to fix. Interesting thought. I do play PSO, so if I erased my flash, would anything bad happen outside of needing to re enter my serial number? I'd still rather avoid reflashing if possible, but it might be worth a try if nobody else has any ideas.

You would have to re-enter the same serial as your current PSO save in order to continue using it.
