It's something that Mike Hayes said SEGA would do last September. He mentioned on September 1,2009 that SEGA had no special annoucement or event for the 10th anniversary of Dreamcast. he said Sega planned on bringing DC games over to XBLA and PSN as DLC.

I don't think Sega has the Balls/Money/Support and positive media attention to pull of a new system. Think of the DLC as a turning point for them to someday in the future make a new system. ;)
