Hello, I recently got a modem for my DreamCast and today I just got a modem for my computer because my internal one is not voice compatible.
The one I got is here:

Its the first on on the list, I think it is voice compatible because it supports voice mail and in my hardware page this is what it is listed as:
PCI Soft Voice SoftRing Modem with SmartSP
In my audio section it says this:
Unimodem Half-Duplex Audio Device
I got this in a craigslist trade for $15, and I can only return it with a few days.
Also, I don't have the listed DreamCast Games to set it up, I have been trying it with Quake 3 but I haven't been successful, are there any games besides the ones listed that will work?

Do not use Q3.
Use PW2.6, PW3.0, XDP, PSOv1 NTSC-U/PAL or PSOv2 PAL. You can also try the DC-Talk online PSO ISO. Starlanser, Max Pool or 4x4 Evolution work, but require the VMU save.
Quake 3:
This is a problem because it (the Q3 game disc) will tell the Deramcast to look for the dial-tone. This is the problem in which you have to do the phone line swap (tricky) or just use the PW browser disc.
Recommendation:
Use the browser disc first, this will be a true sign of server working or not. I have to get a voice modem.
Also, make sure you know the IP address range of the router. I posted this a couple of weeks ago within this topic.

Quake 3 also doesn't have the modem init option, I think I need to use the planet web disc because at the moment I can't do the swap trick (I don't have a long enough phone cord, we don't even have a phone port in the basement, which is where my room is, I think I am going to wire a switch.
All I need to do now is but some CDR discs, Dollar General has a pack of 20 (It might be 25, I am not sure) Discs, they are TDK brand, which I have heard are not quality especially for games.

Planet web 2.6 should work fine. I downloaded XDP and they let u choose between planet web, dream passport, and xdp browser.
You do have a voice modem. The version of planet web shouldnt really matter,
