Are these things official SEGA products or custom made?

I'm going to wager they are not official sega items.
It's not hard for someone to make custom picks, and why on earth would Sega have made dreamcast guitar picks That seems much more out there than say, a dreamcast bathing towel or MSR watch.

Well, I was thinking it might have been from Dream Point Bank (SEGA's version of Club Nintendo in Japan). They would have had a bunch of Dreamcast branded items there.

could very well be, would you add the "TM" if you'd print a copy for sale?

They could have just found an image online that happened to include the TM. Still though, it's worth further investigation.
