I wouldn't be able to play it until I get a PS4 and it doesn't look like were going to get a PS3 port

According to Suzuki, Sony was only able to get a digital license from SEGA. It's PSN only.

Only the PC version will get a physical release.

Apparently it was quite easy for Suzuki to get the license from Sega

Its Sega's prerogative.(Its highly unlikely they'll accept Sony's offer as the IP belongs to them) But like I said from what Suzuki stated on the FAQ, Its PSN only. Only the PC will get a physical copy.
