Ok, I do not know if you are using a BBA or one of the four forms of dial-up but I'll start with the universal settings. Being you can connect to the internet via PSO, you should not need to do anything but if you encounter a problem, then...

Recommended DNS Settings:
Primary DNS = 46.101.91.123
Secondary DNS = 8.8.8.8
This can be done with the Q3 disc during the connection process.

BBA = After you are connected, Q3 tends to not show the server list (master server not found). You must look per the link below to find the server IP and port.

Dial-UP = I am assuming being you were on PSO that your Dreamcast is able to connect to the internet. Nice thing about Q3 and PSO is that they use both dial-up and the BBA, so this area will not limit you. Sometimes dial-up will also not show the list depending on the type of dial-up you are using.
