I extracted from a CDI file, and there are .cmn files that contain the data for uniforms, player faces, portraits and helmets. There are also PVR files that contain the logos- and I can't edit any of those files.

PVR Viewer seems to call the very files it's meant to deal with... UNSUPPORTED FILES...

I'm still not sure how to open the .cmn files or rosters of the game.

if you find anything new it might help with modding nfl2k games as well.
although it looks like the rosters are done differently in nba2k, nhl2k2 etc

No, unfortunately.

You can use flycast emulator and dump replace textures. I've been modding showtime NBA on NBC and I added headbands and knee pads. I might dl game and dump some textures see what can be done. Best of luck ran into same problem on showtime wanna edit roster but can only edit cab.
