i'm confused what freezes with two joysticks, kof97 or Breakers?
kof97 I have not tested, but Breakers works great for me with two joysticks

kof 97 and breakers freezes if you have two joysticks. I just tested it now!
Without the activated cdda it works perfectly in Dreamshell.

then problem in loader, with GDEMU it's work fine

If you unplug any joystick while the emulator runs it will freeze same on dreamneocd just have both plug in before you boot
have both in before boot it does not support hotswap

Yes but it is a problem with the 6.11 loader when using cdda.

This gdi game works great. Full speed on my dreamcast. No music. Cdda not working. Thanks for the gdi. Tested in dreamshell 4.0. Dreamcast pal euro.
