You need to prepare the save data of this game beforehand, and it will not work with the DLC data alone.
When you load the save data, the DLC data will be loaded together with it.
The elements included in the DLC are as follows.

• Unlock the hidden "Stranger" aircraft.
  2P invincibility mode (2Ps will become invincible if you hold down Start and press A when selecting their aircraft)
  Unlock all score attack stages (by default, you can only select stage 4, but with the DLC, you can unlock stages 5 through 7)
  Cumulative score display will be turned on (cumulative score will be displayed in the score ranking).

As for the Stranger, it is the same plane that is unlocked when you clear the game with one credit.

Pomegd: ok, so how do you “prepare” it?

All you have to do is prepare a VMU containing the DLC, launch the game, save the game data to that VMU on the save/load screen, and load it when the save is complete.

Oh, sorry. I guess I needed to reset it once after saving.
I think the first autoload will reflect the DLC.
I'll attach the save data of the PAL version that reflects the DLC just in case.
(Maybe the 2P invincibility mode will only work with the DLC in the VMU.)

Thanks for the info! It does work after all. So I had to play a bit, let it save a high score to the VMU, and then restart the DC. After it loaded the save on boot, everything is now unlocked. Obviously you shouldn't have to do all this if you already have a save for the game on your VMU but I didn't.

Edit: I can confirm this works with the PAL version of the game as well. So this DLC works on any region.
