I managed to get this quwst and a few others onto my VMU, but when I started Phantasy Star Online Version 2, went to offline mode, then to Download quest, it says:
Accessing memory card...
Please wait.
Then it says:
No data.

same here but from what i heard is you need to change the region. if you downloaded one for german language u need to set it to german i tried that but it also did not work for me hmm

I hope you ppl are downloading the quests from a server and not from a website.

files that were downloaded already have a GC# tied to them, if someone uploads the quest then the quest only works for 1 person (aka the person that made the download).
if you download that file, the game will detect 2 different GC# (the one from the dc and the one from the quest), that will cause the quest to be locked/unavaiable.
If you download it from a server, it will work
