This is accurate in the U.S. as well. A lot of the Dreamcast fans that I know are currently hunting down all of the shmups to start their collections. I, myself, need to hurry up and get the remaining shmups left that will complete that part of my collection.
I'm very proud to own a sealed copy of Border Down (standard edition). That game stays at $150+ on eBay.
Also, all of the Capcom "For Matching service" online variations like JoJo, Tech Romancer, Street Fighter 2 X, Zero 3 etc. are steadily rising and all fetch decent prices (if you can get them at all).
I bought Super Street Fighter II X for Matching Service when it first came out. Excellent port of the arcade. I've never bothered to check on its price.

That's for a sealed copy. Used it's around $33. Though Amazon is probably the worst place for sealed, older games in general. The prices are usually ridiculously inflated.

Pretty much every Dreamcast game is going up. The more years that go by, the more of a cult following it amasses.
Not to mention that a whole new generation, Gen Z'ers, are now at the age creating more demand while the supply has always been the same finite amount since roughly 2001.

I have only recently looked at dreamcast game prices since you could actually still buy a dreamcast new and only crap the prices for games are outrageous. I was buying a lot of games on clearance at the end of the dreamcast's life new for $5 a piece no matter the game. Ill never forget getting a STACK of games from Best Buy. After seeing the prices online it seems like everything has skyrocketed just like Saturn games obviously not to THAT extent but theres no way in hell Im paying $40-50 for Jet Grind Radio when I bought it new for $5. Discjuggler it is then.

Both the number of copies of games, and systems themselves, available only go down over time. But, as we all know, demand only grows.
Game discs get lost, broken, or otherwise damaged. And systems get destroyed (recycling and such). This is true of all platforms of media-based devices though, not exclusively something happening to the Dreamcast market.

Yeah. True.
Wait a bit for the prices to go down, then as soon as you have some money to spare, buy some of them fast, before only a few remain. Because sooner or later, there might be a shortage, of dreamcast games and consoles one day. This advice applies, to other retro console gaming consoles and stuff too.

I remember months ago, on amazon or ebay, there was a Japanese snk fighting game for the dreamcast, that was being sold for like close to, or like over $2000. I was like dude, that is ridiculous, what the heck? That definitely had to be a mistake by the seller. Or probably an ebay/amazon glitch. Lol!

They put them up hoping someone will pay that, but I doubt they really think something will sell that high. That being said, Amazon buyers are some of the dumbest in that they do the least amount of research and purchase out of convenience. I've never posted a game that much above market value, but most I've sold on Amazon have been well above what I could've gotten locally, privately or selling on other online sites. Though, with Amazon's upward trend in fees, selling on Amazon is a harder and harder proposition to defend.
