odd, because i'm PRETTY sure i applied dreampi 1.4. oh well, wouldn't hurt to do a reimage. will do a quick format with SDFormatter and give it another go.
unsuccessful, gave the same error back (had to run dreampi.py manually using the same commands again as well)

What modem are you using? If you flashed 1.4 on it and you are getting a bunch of errors it could be due to the usb modem being not compatible.

Judging from that you must have a Pi 1 Model B. That has been long discontinued and I am quite surprised that you have one like that. Most people here had one from around the same time you got yours which is a Pi 1 Model A or just bought a brand new one like what's shown here.

The original model B should work fine and wouldn't be affected by the glitch I mentioned. Only the later model 2 & 3 were affected. 1.4 fixed it either way so I guess that's not the issue. The DreamPi software isn't running correctly for some reason. Are you sure you flashed it to the SD card correctly? Try following the instructions in my video here just in case. Instructions on installing the DreamPi image are at 4:40.

that's how i'm doing it, through win32diskimager. select the image, click write, and it does what it should.

by the way, i use sdformatter to get all my partitions back so i can reimage the SD. does that work?

It's not necessary. Win32DiskImager will reformat the whole thing anyway. But yeah, not sure what's going on here to be honest. Like I said, it seems to be exact same problem some people were having with old versions of DreamPi on Raspberry Pi 2 & 3 but that was fixed in 1.4. Of course since you have an original model B, it shouldn't affect you anyway. I'm really not sure.

do you know of anyone else who could possibly help me? this just seems really strange that the modem isn't being picked up (and i can't find out what tty it's using)
