Interesting. So I did a little experiment to see what it would do if I unplugged the ethernet cable and I got an error message saying it couldn't find the DHCP server; so that means it checks your network configuration before asking for the server details. I would have to assume it's a problem with the way you configured the broadband adapter. I suppose you could try to set up the BBA with the menu in PSOv2 (US). It does seem like Toy Racer isn't showing you the IP prompt because it thinks you're using a modem.

I'm in the same "stuck at dialing" scenario as ch0pzta. I gave pso v2 US a try and that didn't fix my issue. Also tried setting up the BBA with XDP and PlanetWeb 3.0. Apparently the setup isn't a problem. Also my router's DHCP client table sees the Dreamcast IP when choosing connect in Toy Racer. I'm assuming it's down to an issue with how the router handles it. It also seems that Toy racer ignored static IP configurations because the Dreamcast IP was always the same no matter what setting I played with on the DC. I put the Dreamcast in DMZ and port forwarded and none of that effected the stuck at dialing issue.
The game version shouldn't matter. I'm using the echelon release and others have confirmed they can connect with it just fine.
Just as ch0pzta reported all other games work fine.
So, my next option would be to swap routers, I think?

Can u guys check the following:
-In routers web interface turn off built in firewall
-Try connecting the cable directly to BBA without using the router
(it is unawailable in some ISP's cause you have your PC's MAC registered at ISP's hardware so maybe it will not work at all. But if you haven't registered your PC or router's MAC at ISP it might work

I tried alot of different options, but found I had much more problems when sharing the internet connection from my PC rather han using a dedicated router. Seems like the game is very picky on DHCP servers, and that might be the issue you have. Thats why I recommended using static setup for the BBA set up through XDP. You dont need any custom dns's or anything here, as you just enter the server-ip at the prompt (if you ever get there lol, jk)
I would also check that your router/setup allows icmp echo requests and replies (ie disable firewall etc).
