Like doom64, i think it's included but doesn't work due to Kos issue...

Doom 64 rumble works for me when I play using a usb4maple adapter, but GTA3 does not, FWIW

GTA3 doesn't have vibration support, at least for now

That stuff with numbers should be the with CFE004000 or something similar.

By the way, i´m running it also on Serial Port, working well, the slowdowns are bearable. But i´m not able to load a previously saved game, it saves, i put a blank legit VMU just for the game, it apparently saves normally, blocks are taking space on the VMU, but when it gets the moment to load the game, it crashes. Anyone here has been able to load successfully. I don´t have the latest dreamshell i guess, i have the 4.0 burned disc, boot loader 2.6 and SD Loader 0.60.
Use latest DreamShell versions (4.0.0 Release or 4.0.1 Release) and reduce Emu async value to 4 for more smooth gameplay.

Has anyone asked or mentioned about a multiplayer mod yet? I know dca3 can technically supports mods, so would this be completely out of the realm of possibility?

All Gta3 story missions can now be fully completed on dreamcast 😎 and the radio plays correctly now, too.

This is an issue. It makes cheesing certain missions very difficult. Apparently it's a symptom of re3 and is present in Vice City as well.
