These are all on KOS:

Some of the effects only work on my custom PVR driver, but the T&L works fine even on vanilla KOS.

it was and is definetly doable on dc. ive seen ports on lower consoles. example call of duty on ps3 and on the wii. ps3 and wii are night and day. compare to ps2 and dc

I never doubted that it was possible, games like Test Drive Le Mans, Resident Evil: Code Veronia, Dead or Alive 2, Soul Calibur Tokyo Xtreme Racer 2, Shenmue 2 and especially Headhunter always showed that the Dreamcast was a true sixth generation gaming console and that it was not far behind the PS2 when it came to graphics.

HeadHunter in particular has scenarios as complex as GTA 3, it surprises me that few people talk about this game:

I just want to point out that they probably meant that it would still have had to have been top-down view [like GTA & GTA2/London 1969], as opposed to first person.

Proved wrong top down takes just as much tbh.
