Yes, I can confirm this as well. I had to plug it into one of the top USB ports to get both lights on

Hi everyone! I'm currently having the same issue. I just bought a kit previously used and the guy assures me and insists that it's always worked and he used it many times.
The Pi has internet connection via Ethernet and I've tried switching the modem to the top USB and all, but no luck. I also put 98 on my DMZ.
I've tried with the Dreamcast connected and disconnected. The only thing that remains is to try it with a Dreamkey 2.0, as I currently only have Dreamkey 1.5, and afaik, it doesn't work on that version.

Can anybody help? Thanks!

Just tested more things and turns out the second light appears only when the modem is the only one connected to the Raspberry. I guess that wouldn't work anyways, but just throwing it out there.
Maybe it's something with the Ethernet connection? I'd guess it's less complicated than connecting it through wifi, right?

UPDATE: Turns out it was the CGNAT my internet provider had. You just need to get in contact with them and they'll give you a standar IP address (in my case it was for an extra € a month). Now it works smoothly with no problems
