The DNS forwarding and port forwarding are two different things. Did you also configure DNS forwarding?
Do this as a test: change your Dreamcast DNS servers to 0.0.0.0. Connect with a browser and try to browse to some site like Google. If that fails, your planet ring connection will also fail, because the game expects (so it sounds) DNS servers to be assigned by the "ISP"

I tried that and it connected the modem, but couldn't browse sites on the Internet.
The log says Winroute uses 192.168.55.1, while the "active connections" window shows 192.168.55.2.

Well, I dug out all my old Windows 98 PC-DC server stuff and I'm convinced it's a DNS issue.
The windows 98 dial-up server does not assign DNS servers to clients. Since Planet Ring ignores DNS settings entered in a browser, it expects the ISP (Windows 98) to provide DNS servers. In a real-world situation the ISP would do this.
I edited the autoconnect disc with an IP instead of a domain name hoping that it would connect straight to the server and not need to deal with DNS.
This worked fine under my normal connection, but failed under Windows 98. This leads me to believe that Planet Ring aborts the connection if it's not assigned DNS servers.
You may have to resort to a Linux PC-DC server. Has anyone else got this to work in windows?

It's quite different from the last one I used, and it turned out speeding up my connection time to google. Still wouldn't work. I have assigned DNS for both the Dreamcast and PC so I don't see the problem then.

It doesn't matter what you put in the dreamcast or PC, windows 98 will not assign DNS settings.
It's part of the PPP negotiation process. The dreamcast would receive an IP address and DNS servers from a normal dial-up ISP but windows 98 only gives an IP address.
At this point it's failing through no fault of yours, but due to the way microsoft programmed it.

I guess I will have to get myself a new modem then, now that Conceptronic C56U has drivers for Windows only. Can you recommend a brand or a specific modem that'll work with Linux?

I've been getting the same "line busy" error on my setup as well.
It's prossible that if you're using traditional dial-up like me, our issues are related.
My issue is, since I'm in the USA, the way the dial-up settings are used for this game cause the DC to dial my local dial-up number as a 10 digit number, rather than a 7 digit or 11 digit number--which is what's required on my POTS line in this area. The end result is the call can't be completed (since that's not a valid dialing format on my line) and the DC reports the lines are busy.
You could check this theory by picking up a phone while the DC dials out. If your issue is your Telco Central Office doesn't support 10 digit dialing (which most non-overlay area COs don't) you should hear a few rings and then the recorded "Your call cannot be completed as dialed" message.
I haven't spent too much time messing with the settings on my DC just yet. But I can tell you that all my other games dial as 7 digit numbers. And I did try changing the number format in XDP to both 7 and 11 digit numbers--but that just resulted in PR telling me that my DreamPassport settings were incorrect.

Line busy means it didn't even try to connect to the server, it failed before that.
I do not recommend using win98 dc-pc for planet ring, it is highly outdated and very restrictive and it blocks certain type of needed packets for proper functioning.
I reccommend the netopia or linux dcpc alternative.
Server is working fine btw.

Hi, I m having the same troubles. I connect using a PC-DC with xp pro + C54U modem + Novacom RDSI PBX. I can connect to PSO but Planet ring disconnect me in PPP negotiation step. I used a local dns server and isp dns address with the same result.
Also I used with loader cd and with a hacked backup.
Can you help me?
