Change PSO's language to Japanese, select "Download" when you connect to online mode, download the Sunset at the Secret Base quest, and play it offline (in Japanese). There are tutorials on GameFAQs and elsewhere detailing how to get the items. You can also download and use Garon's Scheme (in English), but you can't get the items from both quests on the same character and difficulty.

All you do in Sunset is talk to Rappy NPCs, so the difficulty doesn't matter. You'll need a guide to know which options to pick, though, unless you can read Japanese.
