AFAIK that game doesn’t work in VGA
I had in my list of (US) titles that don't work in vga, so it must of been a known problem.

Air Force Delta
Bangai-O
Ceasars Palace 2000 - Millennium Gold Edition
Dino Crisis (PAL) *
ECW Anarchy Rulz
ECW Hardcore Revolution
Jojo's Bizarre Adventure ***
The King of Fighters - '99 Evolution ***
The King of Fighters - Dream Match 1999 ***
Last Blade 2 - Heart of the Samarai
MTV Sports - Skateboarding Featuring Andy McDonald (PAL) *
Plasma Sword
Psychic Force 2012
The Ring - Terror's Realm **
Soul Fighter
WWF Attitude (PAL) *

* (PAL) version VGA patched by japanese-cake
** (USA) version VGA patched by megavolt85
*** (JP) KoF 2000, 2001, 2003 - Jojo's - VGA supported
I guess I'll put it in the non vga category then. crazy that opening cinematic has vga signal but rest of the game doesn't.

The more you look, the more goofy sh*t you find with Dreamcast vga.

(US) Dino Crisis includes native vga support, but does not play the opening FMV correctly! You can 'start' button through it, so it's not a deal-breaker. japanese-cake's (PAL) version fixed this.

Bingo! Works with (US) Hot New Edition Hydro Thunder vga! See dubcity's collection one for download. https://dreamcast-talk.com/forum/viewto ... 22&t=13313
Build quality is very good (metal case), comes with a solid 5V 4A UL listed power adapter (nice).
Good color accuracy with some vibrancy added, which I like.
Picture is super crisp, I like the output better than my Hyperkin hdmi cable.
Sound is in sync.
Output is upscaled hdmi 1080p 60hz. TV is set to 4:3 Aspect Ratio (older Samsung model).
Remote uses a CR2025 battery (included).
No noticeable lag during game play (sweet). I'm happy with the purchase!

At Amazon (US) $18:
https://www.amazon.com/gp/product/B008HZU2LM/
*requires additional Dreamcast vga cable (not included)

Hint: With Hydro Thunder use the cheat codes from Codebreaker by selecting 'Hydro Thunder', not 'Hydro Thunder 1.1'.

Portta's tagline is "connect to the future." Shouldn't it be "connect to the past?"

After a few hours of use, I can honestly say this is best looking display I've ever seen on my Dreamcast.
Output is 1080p? So is this an upscaler as well?

It’s most definately my hdmi adapter. I tried a vga montior and hydro thunder played in vga mode. Also, the monitor didn’t show any “squares” which do show up in my tv with the hdmi adapter. (By squares I mean that I can see some squares of a little different color in some areas, probably due to the upscaling, right?)

Possibly, also consider the DTV 858 timing from the Dreamcast vga output. CRT's handle it correctly, most vga2hdmi converters do not. Either do vga inputs on tv's. They are expecting a VESA timing signal and get a DTV. The result is the display picture is missing about 40 vertical lines - the picture will be squished and sometimes display jailbars (black vertical bars). Now you know why people are happy with a high quality old school vga monitor.

Well then, maybe (US) Dino Crisis is another vga failure, along with (US) Gunbird 2. To be fair, (US) Gunbird 2 is 'forced vga'.

The mfg. says it is a scaler.

Forcing VGA with Gunbird 2 makes really bad frame rate issues. The first few minutes aren't too bad, but it ends up becoming pretty much unplayable
