Yes -- this is the correct answer. I have seen so much discourse over the years about Hydro Thunder, most of which is just spreading bad information. I don't blame anyone, especially since some scalers (like the Atlona AT-HD500), capture cards, and displays play nice with these bizarre signals.

Just for information :
I tried the vga patch for soul fighter pal version. Doesn't work and I'm not sure I put it at the right location.

You wouldn't think the Dreamcast could be programmed to output such a non-standard, off-spec signal. I still wonder to this day how they did it (code wise)?

I just did a before and after, and can report that it looks way more crisp with the patch. GDemu on OSSC.

Wait, now it looks about the same. Might be my OSSC settings.

I managed to get in-game with VGA on KoF 98. The patch isn't finished yet: the screen is positioned a bit too high, and it's squashed vertically. It seems like there's two versions of the resolution setting function. I think one is for initialization, and the other is for switching in-game, and KoF tries to switch to 320x240p at points (when it already boots to 320x240p). Maybe they were originally planning to have the menus be 640x480?

I took a quick look at Psychic Force 2012. It's 640x480i in the menus and 640x240p in-game. This will have an extra wrinkle because the game's PVR driver doesn't really have any existing code to stretch the 240 pixel high framebuffer to fill the 480p signal. With Bangai-Oh and KoF98, I could hard code the stretch, but with PF2012, I have to find a way to make it switch dynamically.
