Nope, this is the game over screen.
Here's another hint: the game came out in 1990, and was able to handle 4 players simultaneously with the appropriate hardware configuration.

Let's see - which consoles were available in 1990.
-Sega genesis/mega drive
-NES
-gameboy
-turbografx/pc engine
-game gear/master system
-atari 7800
-atari lynx
-(a few other really minor consoles that are not applicable)
I can tell you right off the bat that the NES and gameboy could not display that pallet of colors in the screenshot. So here's what's left.
-Sega genesis/mega drive
-turbografx/pc engine
-game gear/master system (although game gear not available in north america until 1991)
-atari 7800
-atari lynx
Now it's an American game, so that might lean towards some of these systems more than others

I'll be honest, I was searching out TG16 and Genny 4-player games for a WHILE to try to figure out what it was earlier haha.

Here's another hint. If I told you what console it was on, you guys would be able to find it in a list of games for the console very easily.

LOL Congratulations you got it!! I bet you didn't know the lynx could do 4 player networked games (some games went up to supporting 8 players!)
Zarlor Mercenary is a top down shmup by the way. It is very good for its time, it's a nostalgic favorite of mine. I've never seen the 4 player mode in action because that would require knowing 4 people with a lynx AND with a copy of this game AND having the network cables
