If you are hosting a game => Yes you need to portforward
If you are joining a game => No

That is, when hosting you need to tell the router where to send the traffic hitting
37.15.192.102:7647 -> 192.168.X.1:7647
If you are joining, then you are doing a outgoing connection, so no need to do anything.
