That's one part of the equation (if works) you then are also missing the line voltage inducer

https://dreamcastlive.net/shop strongly recommend it's built-in and both out from single USB

EDIT: I forgot if your Dreamcast's modem is PAL one if have NTSC one laying around can swap easy

I've buyed in the past USB dial up modem from Aliexpress that didn't work. Much cheaper... Around 7-8 $. Wasted money.

Then I found random USB modem on ebay that was "Lenovo" used. ... Around 15 $. Works perfectly.
