what does one need to capture vga?

as the title says, I'm looking for some device to capture my DC gameplay, but I know nothing of this stuff so...

Hi mazonemayu, i use a X-capture-1 by Micomsoft. A great and simple capture VGA (and hdmi).
As software I use VideoKeeper 2.

The shitty thing is, if I buy something for that amount from outside the EU, customs will prolly charge something between 50 & 100 more...they once charged me 150 euros tax on something of $500 so I'm careful now

. Customs here in belgium are real assholes
It's not something I need to have right now, was just curious what my options were, that's all

The cheapest way I've found to capture Dreamcast footage is to run the signal out of a Dreamcast VGA box into a VGA to HDMI converter and then with HDMI into a modern capture device like an Elgato or Hauppauge PV2. Total setup cost me about $200 USD. Granted I did use Ebay to get my Hauppauge PV2 used.
